If you contact the police, they should send someone out to check him out. They will make a report of the contact with him.
He should know that if anything happens in the future, he will be the first person the police talk to.

Call the cops. There was a guy that would come to our neighborhoods swim team practice in the morning even after his daughter quit the team. I told the president of the swim team that something wasn't right and he told me to mind my own business.
Turns out the guy was a pedophile. He was also a soccer coach and had holes cut in his bathroom wall. He'd invite the girls over to play with his daughter after practice and was photographing them through the holes. Trust your instincts.

This is the kind of thing you refer to the police. Maybe there's a legitimate reason he is there, maybe there isn't. Best thing that could happen is for a sheriff's deputy to stroll by and give him a solid "hello"

Very strange behavior if there's no kid with him. I would make sure I was there before him one day to be sure he doesn't have a kid. If he doesn't, I would ask a cop to go observe/talk to him. If you are wrong, oh well. Dude should stop being creepy. Who the frick parks anywhere like that at 6:30 am?

You should absolutely confront him. If you don't want to do it alone, recruit some neighbors to go with you.
By the way, people should not have to call the police to handle stuff like this.
We should handle our own business if possible.
Don't whine about a police state and then expect cops to handle every potentially unpleasant confrontation.

i think in a case like this its more about documentation than social awkwardness that would warrant involving authorities.

You say this, but the problem is that a fair number of ways this could go very poorly for the OP should he decide to take care of this himself.
Inform the police, let them do their job, incur no liability (or worse) on your part.

This is what the police are paid and trained to do, the first reaction by the guy in the car to someone inquiring why he is there may be to pull out a pistol and shoot. It would not be the first time something that "unpleasant" has happened.

yup, this isnt the neighbor "forgetting to clean up after" their dog -- it has a lot more volatility, potentially.

He can just ask the guy what's up.
If he gets a bad vibe, then he can alert the cops. The guy sounds like he lives in a decent neighborhood and he obviously has a job.
