If he's referring to Esplanade Avenue as Esplanade Blvd, at what point is Esplanade "near" downtown, unless its a very loose definition of "near". Its on the otherside of the FQ from Downtown.

Not necessary, IMO. But I would recommend a parking garage on Poydras rather than anything around Canal.
Several good ones. Hancock Whitney, 930 Poydras, Pan Am Center, etc.
