I'm sure that had something to do with it but many parents from upper middle class neighborhoods didn't want their kids going to school with other kids from the ghetto or trailer park.

"Self segregation" is occuring within the public school system. The irony, race is not a major factor...socio-economic class and behavior are. In short, familes that don't want their child in a class with pre-Angola detainees will set their child up with a "Honors" courseload. These families doing this span the racial spectrum. Basically, they don't want their child in a room full of hillbillies, hood rats, or hey bras.
To them, their child making a "C or a D" and learning is more important than their child not being challenged fully in an "on level" class. Those "on level" classes, as a result, have become laden with special education students. Some of the SPED students are headcases. They pretty much ruin the academic progress of everybody in the class. The end result:
"self-segregation."

The myth is schools are segregated by color. Fact is it is segregated by poor vs everyone else. Poor people don’t give a crap about school. You can generally view a schools lack of success in comparison to percentage with free/reduced lunch.
Parents will do anything for their kids. Just look at recent college scandal. If parents have to they will move to suburbs or send kids to private school to get away from trashy people. Whether black white or tan.

AND THEY SHOULD BE PROUD OF THEMSELVES FOR DOING IT!
No child deserves to be forcibly subjected to failure. Losers attract losers. Winners don’t have any reason or desire to be around losers. It does nothing to help them better themselves.

Is this about how they integrated schools, but still segregated the black kids by creating gifted and talented classes for the whiteys?

I was given a choice and picked public school. Didn’t care for private school entitled kids. I had hoped from mandeville at the end of my freshman year. Ratio I moved to was 80-20 black. It taught me more about the real world. My daughter will go to private school. Things have changed in the last 19 years.

I think you're a reasonable guy. I give you credit being a liberal type guy on a predominantly conservative board.
To answer your question....
I think there's an effort at desegregation overall.
Busing in kids from far away to increase diversity. Allowing out of district kids etc.
I think it hurts all the kids.
Kids are better off going to neighborhood schools.

So how is that defacto segregation?
"De facto" segregation is segregation that happens due to personal choices or social conditions, as opposed to "de jure" segregation, which is enforced by law. The example of neighborhoods and schools you just gave is pretty much the textbook example of de facto segregation commonly used to explain the concept.
