Poor countries are full of wealthy people. There's just huge gaps between the wealthier ones and most of the people there.
I recall being taught in middle school social studies that a distinguishing factor of "Third World" countries is that only a small percentage possesses most of the wealth..

Think of those countries like Louisiana . It's a poor state but has plenty of upperiddle class people able to afford many luxuries.

Uruguay produces about 99% of its electricity from renewables. Meanwhile in America everyone says we can't afford renewables.
