He was clearly not fleeing, but rather seeking cover from which he could continue his murderous rampage. Plus, it appears as if he was beginning to raise his weapon in the direction of the good samaritan. And, our hero is pretty sure that there was a bus load of orphans directly in the robber’s path. Just out of sight. Good shoot.
