That’s not really getting rid of inspection stickers, that’s just lowering the cost and maybe making them easier to get. Plus, that qr code wouldn’t have any information police couldn’t get from just scanning the plate. This is a cop-out so he can say he got rid of he stickers without actually getting rid of them.

You are almost certainly correct.
That being said, considering the last couple of years when LSP has had road Troopers and high ranking brass arrested and convicted for sex crimes, kiddie porn, theft, beating people to death, conspiracy to cover up crimes, etc. One would think they wouldn't have much power.
Yet people still defer to them like they are some mystical source of good.

Last night after posting the inspection sticker maps and getting called out I took a bit of a deep dive into vehicle inspections across the country.
There are two types of inspections
"Safety" and "Emissions"
In EBR and the LP where my cars have always been garaged we are required to go through both and they are wrapped up into one $18 sticker.
Many states across the US have done away with "Safety Inspections" but a few select counties, mostly in very polulated areas, only require the every two year "Emissions" aka "EVAP" testing.

Why would we need a sticker? Every vehicle has a plate that can be run. Just say we want to hit your for 10 fricking dollars and be done with it.

It is one less excuse cops can use to pull over a suspected criminal, that seems like the only downside here.

While some/all LA Law Enforcement agencies may have a 'hands off' the phone 'policy', we all know the how effective 'policies' are and how reported violations are investigated.
For me and mine, we will follow my family attorney's advice.

I haven't bought one for any of my cars in 10 years. No one is stopping me for a fricking inspection sticker unless your driving around in a beat up car & look suspicious

FWIW while NJ requires inspections, you don't pay for them.

I actually got a ticket for this one time in a late model year used truck that was not beat up and not doing anything suspicious. The cop literally was going around me on the highway and noticed I didn't have a sticker, slowed down to see if I had a LA plate and then pulled me over.

The emissions test is an extra $8. its not required in every parish.

He does seem to seek out these issues he or his handlers read as being one's that will be popular and makes a bid deal of them. He seems to mis-read the room at times - this one is harmless enough but pretty typical of many of his actions.
