Just think of this dude's thought process. First he had to come up with the idea of such a thing. Thought about it for a while and decided it sounded like a good idea. That he had to come to decision to actually do it. He had to formulate a plan of where to find goats, and when to carry it out without detection. Had to damage a fence to get to them, and then put forth extra effort to catch them. Just think of all the time he wasted thinking about this and then doing it. When it comes to the totem pole of life, this guy is about as low as you can get. You've gotta be damn hard up to resort to blowing goats. Goats aren't exactly the cleanest creatures, either. Dude likely got a mouth full of hay, grass, barn dirt, and dried goat piss.
