From what I understand from the presser....
Apparently you (and your entire family) can obtain a VISA if you are a victim of a crime.
A business owner, I think the name was Patel, was sort of the middle man. Patel would be paid by an illegal, he would then pay his LEO connections to create a false police report for the illegal and apply for the VISA.

Hilarious. The allegations are that immigrants paid Patel, and Patel paid the cops, to create false police reports saying the immigrants were victims of armed robberies. Patel paid the cops $5,000 per alien they listed on these fake reports.
The charges include money laundering, for the defendants using the illegal proceeds to go buy real estate, SUVs, pickup trucks and travel trailers. Big OT ballers.
[Edit: reason for the fake police reports- the immigration laws say that if you were a crime victim here, and you are willing to help law enforcement prosecute the crime, you can stay longer / get a visa. The law was designed to stop "human trafficking."]

You mean the loophole of them getting GRANTS, not a loan, from the government to buy it all. Stores, nurseries, happens all the times.

I wonder if these fake crimes show up in crime statistics in these towns. Can you imagine a public official sacrificing a town’s reputation for personal profit.

Yes, if you are a victim of a qualifying crime (there's about 30-40ish) and agree to assist with the investigation and prosecution of the case then you can obtain a U visa. The U visa is good for 4 years, and 3 years later you are eligible for permanent residency.
It requires a "certifying officer" from a qualified law enforcement agency to sign off on it before USCIS will grant it, which is where LEO corruption comes in here.
There was a big bust in the Jackson, MS area within the last 10 years that led to disbarments and arrests as well.
In theory it is a good program, but it is ripe for fraud.

Or maybe there were real arrests of "criminals" who matched the police report description. And the Police Chief gets credit for being hard on crime.

That's probably what raised the original suspicion for the investigation. Then they noticed the increase was tied to the immigrants who were getting visas.
The perps didn't really think this one through...

I wonder if the immigrants were actually paying Patel or was the money coming from their employer? Seams to me like a lot of money for an immigrant laborer to come up with.
