This is from what two administrators who participated in the USNWR told me themselves. Think about it reasonably. How would Michigan State's Dean of the College of Agriculture know anything about the quality of the Univeristy of Alabama's English Department? The older USNWR rankings, which used a 1.0 to 5.0 scale, were almost entirely reliant on this metric.

I agree with much of what you write. Your point concerning faculty teaching vs GTAs is spot on. Even when instructors were relied upon, departments would often source outside professionals with grad level degrees, not simply any grad students they could muster. What kills LSU has been the 20-30 year cycle of budget cuts. It decimates faculty/leadership and turns away quality new hires.

Because people like King push for positions like diversity coordinators at a salary of $300K/year that provide no real improvement or benefit to the university.
He pushes wholistic admission policies as opposed to rigorous standards in the name of fairness as opposed to the name of merit and then wonders why we have more low achieving people in LSU than other places.
As for why we are behind other places financially and academically that aren’t specifically due to King, look at the number of 4 year institutions Louisiana has hat are essentially jobs programs for state employees but are shifty schools. Also look at what the legislature did to TOPS. It used to be a reward for high achieving students and an incentive to keep the beat and brightest in state. Now, they butchered it into another state handout to almost any dimwit, again in the name of fairness, and it has become an albatross

LSU is currently struggling to find qualified candidates to fill executive level positions in HR (open for nearly a year) and IT. They also had to reopen several searches to find new Deans

It’s always going to underachieve. The only person in modern times to push LSU forward was Mark Emmeret and he didn’t really push it forward, he pulled it up from the depths it had fallen. LSU is a microcosm if the state in that it’s always behind so any progress is more about catching up and keeping pace instead of leading or excelling.
But people like FKA are why people like Emmeret look so damn good.
