Wouldn’t urinating on someone constitute assault?

If children are involved, how does that not elevate the act?

That would be a misdemeanor?

They could have issued a summons or Notice to Appear in lieu of a custodial arrest.

Or ever visiting the state of Maryland and spending a dime there. If their laws allow for something like this to happen, then the whole state can go to hell.

There has to be something missing, right? Do cops "physically witness" any crime or do they rely on witness statements?

How TF is this only a misdemeanor?
Also, I could be wrong, but as someone else said, if the Dad was to deservingly beat the man's arse, I'm sure they would have arrested him, even if they didn't see it. So, what's the difference? They can identify multiple witnesses, and they could see(and smell for that matter) evidence that said act did occur
