Higher chance on static shock with running vehicle that can ignite vapors. Filling gas can in bed if truck can cause static. Getting in and out your vehicle while fueling can cause static buildup and discharge.

catalytic converters can ignite gas vapers. A cigarette never will. Maybe a lighter.

It's the getting in and out of the vehicle that creates the static charge issue...whether the vehicle is running or not. If you are filling up, do not get into your vehicle.

A few months ago I was just minding my business (truck turned off) fueling up and a lady walked up to the little hut between the pump rows obviously in a big hurry. I'm not even sure what she wanted, but no one was in the hut so she pushed the "button" to get some help. Well that button was the emergency shut off for the whole station. Alarms started going off, pump screens all went dead. Was pretty funny. She got out of there pretty quick. I waited around until the pumps booted back up and finished filling up.
I always left my diesel RV running when I filled it up. I was watching Ice Road Truckers one time and they said that they have trucks that run for months at a time. They can't risk shutting them down in that kind of cold. Really changed the way I think about what those kinds of diesels can handle.

I mean gasoline, kerosene, diesel, etc all pass through frac columns, pump, separators, reboilers, and reactors all at temps up to 700-800 degrees at certain points. If there is no open flame or ignition source it’s fine

I do. Only because my car throws codes and gives a check engine light if I fill it while it’s running. I have OBD2 scanner that can erase them, but it’s still a pain in the arse.
