A collapse won’t change anything. Nigeria, Rhodesia, Somalia, Haiti, and countless other shitholes with poor, uneducated populations have collapsed and didn’t emerge for the better if changing at all. It’s a majority black city. Latoya won’t cancel it this year because she has nothing that will back her.
It would be more embarrassing for her to have to watch parades in Jefferson and other places happening but not in her city because she can’t manage the police.

Starting pay for NOPD is around $40K a year. Who would sign up for something like that? Risking your life everyday, encountering the same scumbag criminals day after day because the DA won't seriously prosecute anyone, and knowing that the city and top brass will throw you under the bus in a second.
