Nearly every city, including all of the ones you've listed, have been undergoing a resurgence. They haven't gotten to what they were in the 60s but more investment is going on in cities than elsewhere. The true decline has been inner-ring suburbs.

To be fair, LBJ is specifically at fault for the decline of all kinds of things, to include:
Inner city urban areas.
Nuclear families, especially of African-Americans.
Education.

That is a real stretch. Most of the cities on that list are scraping the bottom of the barrel. Just look at Baltimore.

FWIW Nola has always had a high black population. Idk about Memphis. But I’m not gonna touch this topic.
