Yeah, overall they're still shitty but some areas have improved over the pat 20 years. The improvement is slowing down though (mainly due to inept government turning an eye to "petty" crime).

Idk about the others in your list, but NOLA is lightyears better than it was in the mid/late 90's and early 2000's

Government forced changes and regulations superseding the market and society had the exact opposite effects of the intention of the regulations as is tradition

Of course many , myself included, argue LBJ knew exactly what he was doing and destroyed families and cities km purpose to create a voting block of dependent morons. He achieved that with ruthless efficiency

A/C made living in the sun belt manageable then Dallas, houston, Atlanta, Florida blew up in 60s/70s which only made St. Louis and Memphis more useless

I also refuse to believe St. Louis and Memphis were ever all that great.

You can take most cities and compare them to 40 years ago and most would look less appealing unless you are young and single. I'm talking about the city proper, not some suburb 20 miles away.
