Your property, sure, but there are ordinances concerning upkeep of lawns and trashy looking cars up on blocks in most municipalities to keep neighborhoods from looking like trash.
In N.O., if the city sends someone out to cut vacant lots or other properties, they will put a lien against the person listed in the records as the owner of the property. If, after a certain time has passed and the lien is not paid, the property goes up for auction to the highest bidder.
Quit living like trailer trash, or at least if you want to, move out to the country and buy a few acres where nobody gives a shite how trashy you are.

Offer to cut it for free. While doing that, make sure you don’t “hurt” yourself on her property because if you do you have to sue the heck out of her !!

The last time one of my neighbors let their yard get too high I cut a big semicircle in their yard. They still don’t speak to me but their yard looks nice now.

IIRC, the max height in NO is 16". If it's that high, it's beyond her ability to cut with a mower. Most lawn companies won't want to wear out their equipment and waste time on it either. She's gonna have to either weed eat it, or rent one of those walk-behind bushogs. The city will get someone to cut it, but it will take a long time to do so.
