Just call City Government and report it.
They will send an inspector out.

Anyone working 29 days a month can afford to pay someone to mow his grass. Come on dude.

Living in suburbia must be a living fricken hell
Since I moved from uptown NOLA to the suburbs I haven't had anyone kick in my front door and steal my Tv and VCR. I haven't had any one pull a gun on me during an armed robbery. I haven't walked into my back patio enclosure only to discover two burglars just getting my main back door of its hinges. I also don't have neighbors with waist high grass, music blasting out of their windows that are 15-20 feet from mine, cars parked almost on the sidewalk tearing up the grass between it and the street, and no sketchy people walking or driving down my street. I don't hear gunshots at night anymore either. So, enjoy your paradise and I'll enjoy my "Hell."

Contact a local church and detail the situation. This is why they exist.

My parents’ neighbor won’t cut her grass, because she is “depressed” after being “hurt” in a fender bender. The grass is now waist-high. How would you deal with this?
I bet your Dad wants you to put on some “boots” and “work pants” and go cut her grass.
Why haven’t you done this yet?

It's a white bread paradise.

I am disappoint.
OT should tell this guy to man up, speak to her, and try to help the lady out.

We will eventually get a couple hundred to under a thousand. I want yo get into raising cow calf pairs. Big downside to this part of Nebraska is you need a lot of land so this will only be a side hustle since the railroad owns the rest of my life. Also helps the wife grew up raising cow calf pairs so that is big and we can get shite from relatives.
