It'd be a real shame if an investigator for the insurance company the neighbor plans to sue was able to conduct a few hours of surveillance from your parents' property.

It's all depends. The panhandle is the cheapest because the land is so poor without irrigation.

NO is actually pretty good about enforcing that stuff, they can levy fines and make money so they have an interest.

I have similar situation, the yard next to me which isn’t a home, but a storage shed has gotten overgrown, so semi-absent out of town owners.

It appears the grass was last cut in June from my other neighbor who knows who was cutting the grass before the owner stopped paying.

Wrong move. Cut it once and you only enable her behavior. You go from being a neighbor to the guy who cuts her grass. You only have a couple options. Report it and let someone confront her, or talk to her yourself to try to come up with a solution.

Go cut the grass

Go buy some bulk salt

Put the salt in lawn food spreader that you walk behind

Spread salt all over lawn

Problem will fix itself
