Apparently it is a fun game called "We can't figure out which contractor to blame/you to contact". At some point I gave up when my kids were having to drive the golf cart a 1/2 mile to use the bathroom and went ahead and ran a 100' temp line to get the water back reconnected.

You give up too easily. It may be that both the fiber company AND the contractor are liable. File against the fiber company in small claims court, this will at least force them to admit which contractor broke the line (because they have records of that, don't buy this "we don't know" bullshite).

Unless the judge gets really pissed at them, it's likely only going to be a moral victory in getting a finding against them rather than the resulting award being worth the time and effort.

They would probably win, but you could try filing an emergency TRO while they prove there is an easement. Like I said, they would probably win the case because most likely there is an easement, but it would take them a while perhaps to find the paperwork and everything necessary to prove it out.

1) What makes an easement? They popped a box up in our yard 50' from the public road saying they were in the public easement. Now they are boring back under the private drive way for a second time to run to a neighbors house.

Relax and take it easement like a Sunday morning.

Why care? Seriously, whatever land you on isn't your land. You do not own it, just rent it. So what if they 10ft on your land or 200 ft within your land. Or doesn't matter, it's not yours. The state owns it, so quit worrying about stuff like this.

And if you think you own the land, then quit paying your property tax and you'll find out quick who really owns the land. So again, who cares if dude is deep into the property. Just let them do the work and send a bill to their company to pay for the water lines they busted and any other damage.

I down voted you for asking the OT regarding easement questions.

Sounds like the OP has a case of involuntary servitude.

Easement can be blanket

Easement does not need to be recorded to be in effect

Demand the utility company provide documentation that guves them the right to cross your land, such as easement agreement

Try a title company or someone with expertise. Social media is not the answer.

Seriously, ChatGPT is helpful with the law. You have to be specific and read what it gives you carefully then ask it follow up questions because it can provide inaccurate information at first, but you can always check the sites it uses for references.

If you ask 5 different people about something law related, you will get 5 different answers (unless they are an attorney and even then if its a shitty lawyer you never know), but I have used it several times for legal related things and its where you will get the best information.
