He found 10 mil and then reported 7.5, at least that's what I would do. Easier and cheaper than trying to launder $10m.
See... he holds back 2.5, pays half of the 7.5 to tax, now has 6.25 free and clear and clean which is more than if he laundered it or reported it all. It is like slipping provisional ballots into boxes of legit ballots.

having $2.5M in cash means you have like $5k in cash
there is nothing you can do short of trying to fly to the Caymans and praying they don't pick up the money on an x-ray
they've made using large amounts of cash insufferable and you basically need a criminal who can launder it for you to do anything short of declaring it

No, you can make incremental deposits in a variety of accounts through different banks and get it all in there over time, as well as using it to make cash purchases.
