Lemon Law likely doesn't cover used vehicles in your state.

I can help you with the ac stop/start and fan staying on.
My wife's car was doing this last month.
Faulty engine coolant temp sensor was to blame.
It is a common problem.
$26 for a new sensor at Autozone.
Replaced it in about 30 minutes.
Be sure to let the engine cool down first.
I was pleasantly surprised at how easy and cheap the fix was.

I unfortunately got stuck in a bad situation with buying an as is car for my son (no pics). Very stressful. Eventually I took an expensive L and moved on with my life.

I’ve had these issues across a myriad of used cars.
And like other poster says it’s probably not a lemon law issue.
Typically on a new car it has to be not fixed of the same problem for a period of time to be a lemon. So if one thing fricks up and they fix it, then another, and another, it’s not a lemon because the problems can be fixed and they are separate issues.

If he bought as-is then he is pretty much done. Unless he can prove the dealer covered something up.
Give them a chance to fix all the issues you found, but any dealer selling a 91k mile car isn't going to be that reputable.

Looks like more electrical gremlins than not. A couple of items on your list may have explanations.
The fan running may be either a cooling issue with coolant level or a temp sensor.
My fan will run about 1 minute only with the key off and the engine at operating temperature.
The lights staying on may be controlled in that my wife's GM (Buick) lights will stay on for 3-4 minutes when you turn off the ignition. That time can be changed via a keypad module on the dash.

Any GM product is known for having shitty electronic problems. Just drive down the road and see what type of vehicle has a tail light out. 90% of the time it's a GM.
