There are probably numerous factors at play.
Car quality
Urban environment i.e. more likely to be a pedestrian hit by a car
Less likely to be using car seats

I think the idea is that for those without coverage for regular, routine health maintenance, poor people (or just people without insurance coverage) let issues fester until they have to go to the ER because they can't afford to go see a doctor, which means we all eat those costs anyway. If we socialize medicine, people could get routine checkups and handle problems before they cost 10x or 100x more to treat.

What you just laid out is basically the mission statement for states like Louisiana that have a bureau of minority affairs and minority claims advocacy baked directly into its Department of Insurance. Carriers basically just have to cough up the limits when the complaint/claim reaches this shakedown unit. Sad.

seatbelt usage? Could also be that African Americans are more likely to live in an urban area where accidents are typically more common and more serious? Baton Rouge will see more deaths in auto accidents than to shootings...even this year.
There are other reasons but I'd rather not go into them. But let's just say that all those lawyer billboards aren't cheap.
