(b) does indeed make it the pedestrian’s responsibility to make sure he doesn’t step out in front of a car that is too close to stop. However it is the car who must yield to the pedestrian, assuming it has time to do so. On average, in the NOLA area, at least four in five cars fail to do that. Thus acting like they own the road.

3rd street is a bit better street than some of the neighboring streets in that area but overall, that area has some pretty trashy type folk coming in and out. Its my best guess the driver isn't some outstanding citizen neither.

The trace crosses several busy roads that have a lot more traffic than third st.

Example towers Mandeville are Dove park road, sharp road, lonesome road.

Who yields? Bikes/joggers or the vehicles?

I say the vehicles have the right away

According to the picture of the intersection above, the people on the trail have a stop sign, so they should stop.

That’s always been an odd area, very overlooked, and I’m not sure why.

The only stop sign at this particular intersection was on the bike path. The street there doesn't have a stop sign, so only the bikers would have had to yield to cross traffic.

In the photo of that intersection, It looks like the trail has a STOP sign and the road has a YIELD (to bikes and pedestrians) sign. Does that give vehicles the right of way?

I've mainly done the trace from Slidell to Fontainebleau and I stop completely if there are cars approaching.
