It is because the deception kept legitimate student athletes from getting accepted.

The scam, investigated by the FBI under the code name “Varsity Blues,” focused on getting students admitted to elite universities as recruited athletes, regardless of their athletic abilities, and helping potential students cheat on their college exams.
Loughlin and Giannulli admitted to paying $500,000 to the scheme’s ringleaders, Rick Singer and Key Worldwide Foundation, to falsely designate their daughters as recruits to the University of Southern California crew team, even though neither girl was a rower.

Because there is a lot of federal support for college athletics and scholarships / grants in general.
Title IX for one thing. Also, if any of the scholarship money was provided by or underwritten by the federal government, then you are attempting to defraud the federal government.
