Depends on your definitions of “rock” and “best”, but the only true Louisiana ones I can think of that hit # 1 on Billboard were John Fred (with his Playboys) and Johnny Rivers (guess which one; he had several top 10s.) The Killer had some #1s, but on the country charts.
Then again there’s that chick from Kentwood who was quite popular (refer back to my original disclaimer.)
Broadening the genres creates separate “best” threads for funk, soul, jazz, country (AND western); all of which are well populated with Louisiana artists. And rappers.
Personal pick: Isoceles Popsicle.
