Here's one I'll throw out for consideration:
Hawkeye Pierce.
Although I think by the end his character had changed so much, and not for the best, that it probably takes him out of it. But the first few years of the character were pretty strong.
And of course, my own childhood favorite:
Gillilgan.

I almost listed Hawkeye Pierce, but I agree, he was so different toward the end

If Johnny Carson is not eligible then definitely substitute Bugs Bunny.

Finally watched last week's Dallas yesterday and it made me wonder about J.R.'s place among tv icons. There are lots to choose from, but I'm going with...
Lucy - Undeniable star of one of the most popular shows in tv history.
Arthur Fonzarelli - most of the story may have centered around Richie, but everybody came to see The Fonz. Ayyyyy!
J.R. Ewing - Once again, the undisputed star of the show. Perhaps the most loved villain in tv history.
Archie Bunker - Never really go into the show, but he set the tone for grouchy old men everywhere.
Honorable mentions to:
Tony Soprano
Homer Simpson
Gilligan
The Lone Ranger

I love Seinfield, 24, Friends, Family Guy, and a couple of others listed, but in no way do I think they should be on Mt Rushmore.
Lucy
Homer/Bart
Andy Griffin
George Jefferson (paved the way for a lot of black lead characters)
Or Fred Sanford. Can't choose just four.
