And two losses to the Redskins. All three playoff losses after '85 were at home as the higher seed. I agree, the Bears might be the winner here.
I also agree that the Bills don't really fit what the OP is asking. Yeah, they lost 4 straight SBs, but they were clearly the inferior team in 3 of them, and the AFC wasn't as strong as the NFC. Really good teams, but it might be unfair to say they underachieved.

Caps with Ovechkin should’ve had more than one cup. Mismanagement and a stubbornness by the front office along with running into the Penguins seemingly every year messed that up.

It’s hard to achieve multiple Super Bowls in the NFL without a HOF coach and/or QB (ideally both). The Bears had neither.
The ‘85 Bears were great, but I don’t think they were built to last. The 49ers of the same era were better and the NFC in general was pretty damn tough.

Disagree on Bills
Minnesota, Denver, and Buffalo all got to the Super Bowl for one reason.
Their stadiums were outdoors. To beat them in playoffs, you usually had to play them in January, outside. Big advantage.
The Bills had a solid defense anchored by Bruce Smith, with Cornelius Bennett and Darryl Talley at linebacker, etc.
That offense remains the best in franchise history. Kelly is the alltime leading passer, Thurman Thomas the alltime leading WR, Andre Reed the alltime receiver and so forth. They absolutely should have beat the Giants.

Outside of SF no one in that era won with a HOF QB. The Raiders won 2 with Jim Plunkett, The Giants 1with Simms and 1 with Hoestler and the Redskins 3 with 3 different non HOF QBs. Wash and NYG did have HOF coaches of course.

I thought the Seahawks with Russell Wilson, Marshawn and the Legion of Boom were a young team that had 3-4 titles in them. That one play derailed everything.
