He said an evac would have been horrible and worse and what they did was right and the safest things. A black mayor. 12 hours of traffic. People running out of gas. Keep an eye on it. I'm not near good enough to predict a when or if such a small scale shift would happen.
The big rain potential isn't there like it was last night at least. Possible but not the scary scenario in place last night.
ETA: I'm NOT saying there won't be a lot of rain for Houston tonight. It just doesn't look as bad as last night.

That band west of Houston seems to be getting a bit more organized with cooling cloud tops. It is barely moving and needs to be watched as it rotates into Houston tonight.
