That's a weird graph. That South Dakota and Montana are so high and North Dakota and Kansas are so low makes me think that there is something going on with the numbers that is not obvious to a first glance. Ditto the difference between Washington and Oregon and Georgia and South Carolina.

This graph has to be wrong. How can arizona be number 11, but nevada number 47, despite the states being nearly identical in almost every factor?

Connecticut is the true #1 mooch. Completely dependent on corporate welfare. Plenty of insurance companies (individual mandate) and Wall Street and megabank fat cats.

they got those calculations by dividing the intergovernmental revenue (which includes Medicaid, but excludes Medicare & Social Security) by the
general revenue with includes all tax revenue except taxes on utilities and liquor

Virginia's number is skewed. The entire east coast of the state is funded by the Fed through salaries. Look up the number of GS/Contractors incomes that reside in the state. Then the state taxes the hell out of it's citizenry.
