The rain probably won't affect the turnout for queers in Madison, but will definitely reduce turnout in the north side of Milwaukee (predominantly black/crime-ridden area)

Isn't Wisconsin sort of like MI and GA where Milwaukee (like Detroit and Atlanta) can flip the entire state regardless of what happens in the areas outside the city?
