I think it's weird that a woman would say don't. Absolutely get him the watch. It will mean something. Don't give some electronic item that will obsolete in 5 years.

Is there anything of his dads that you could repair, rebuild, fix it up nice etc that you could redo for him? Anything from the dad you could frame to hang on a wall? A favorite pic of him and his dad you could enlarge.

If you spend $3-4000 on high school, you're setting an awfully high bar for college graduation. I agree with the watch- it's what a lot of seniors are getting instead of Senior Rings, but I would lower the bar a little.

I think there are plenty of reasons to consider non-watch options.
That said, there were plenty of swiss watches floating around my fraternity in college and those who didn't have one wanted one. It's been a while so maybe nobody cares anymore, but depending on him/his friends, there will be plenty of uses for it in college.
I had several close friends who had a daily driver Rolex or Omega in college.
