Audit: Louisiana spent $112 million+ on Medicaid for people who don’t live in Louisiana

In one case, LDH spent $102K on someone with a New York driver's license who received no medical care.
The Louisiana Department of Health spent $112 million on Medicaid coverage for nearly 14,000 adults who don't appear to live in Louisiana, according to a state legislative audit released Monday.
The payments, made from September 2016 through February of this year, violated state policies: To receive Medicaid coverage in Louisiana, a person must be a Louisiana resident.
The audit found that the incorrect payments were largely "per-member, per month" payments made to so-called "managed care entities." Essentially, that means the health department was reimbursing health care providers for treating patients enrolled in Medicaid through the state of Louisiana who were not living in the state at the time.
In some cases, auditors found that Medicaid beneficiaries had been auto-enrolled in Medicaid because they were Supplemental Security Income recipients or had qualified for other Medicaid programs. In reviewing case files for these people, they found some cases where "there was little or no record of contact made with the Medicaid beneficiaries, indicating they may not have even known they were enrolled in Medicaid," the report says.

How about we put liens on all their assets until we’re paid back? I don’t give a frick if it’s a $350 trailer parked in Alabama. frick em, that’s why!

We know they won't but it sounds like these health care providers needs to repay the state. You know damn well they would come after your or I if they incorrectly sent us money.

So many people get so angry when you oppose these programs because they think you want to deny people services. It’s really more because I don’t think the public sector is the way these services should be delivered at the lowest total cost to the beneficiary. Absolute waste here…

Except for the offices likely verified eligibility before providing services. Its not really on the providers. Its the people running around using benefits they know they arent entitled to.

Remember, we privatized Medicaid.
If the private companies told the state someone was eligible, the state paid them.
Is the state supposed to double check the private companies?
Also this is mostly federal money passed through the state.
Sounds like the private companies owe the feds $112 million.

Would like to see how much of every dollar collected via taxes is wasted through fraud.

95% of the $112 million are PMPMs where the beneficiaries received no services.

But they’ll bust your chops for an $18 inspection sticker.

So legally who is exactly to blame?
LDH, the patients, or the providers …
Will anyone go to jail. Will anyone have to pay back money. Is there a system now in place to stop this from happening in the future.

How do we figure that's gonna end?

People were automatically and enrolled by LDH. LDH pays the healthcare companies the monthly premium. LDH is basically to blame.

LDH is supposed to be screening these people and processing these applications. Sometimes these applications are done on behalf of people who are incapacitated, or otherwise have trouble filling out the applications.
These local Medicaid offices are ridiculously understaffed, and usually only have one or two people per location that actually know what is going on.
