Wow. Johnson really did get the Biden administration to make something much closer to a real commitment to Ukraine winning this war. We got a $1 billion spend in Presidential Drawdown authority yesterday, and today we get this:

Politico:

US preparing to announce $6B in weapons contracts for Ukraine

quote:

The U.S. is putting the finishing touches on one of its largest Ukraine military aid packages to date, preparing to ink contracts for as much as $6 billion worth of weapons and equipment for Kyiv’s forces, according to two U.S. officials.

The package, which could be finalized and announced as soon as Friday, will dip into the $61 billion in Ukraine funding signed into law by President Joe Biden on Wednesday. It would include Patriot air defense munitions, artillery ammunition, drones, counter-drone weapons, and air-to-air missiles to be fitted on fighter planes, according to the two officials and a third person familiar with the planning.

quote:

But after the $1 billion drawdown package announced on Wednesday, “Literally right now there are planes flying probably with equipment to Ukraine,” he added. “All we need is to sign the bill and we’re gone. We’re writing contracts this afternoon.”

quote:

A Czech official also confirmed Thursday that their government’s initiative to pool European funds to buy hundreds of thousands of artillery shells owned by countries outside of the European Union is bearing fruit, and the first tranche of 155mm and 122mm munitions will arrive in Ukraine in June.

Reminder: USAI means that the Pentagon writes new contracts for equipment for Ukraine, and some of that materiel takes a long time to get to the front lines. This is long-term assistance, but it's been confirmed that Raytheon can add another shift to its Patriot production line and increase production fairly quickly if they get the orders.

Yeah, some USAI spending takes a long time. There's $6.6 billion in previously announced USAI spending (stuff from last summer and earlier) that still hasn't been contracted by the Pentagon.

On the other hand, there's lots of materiel that makes its way very quickly to Ukraine after USAI announcements: things like ammo purchases from other countries and such. I mentioned that Raytheon can likely make new Patriots very quickly, because they can add a shift to the existing production line (current capacity is one Patriot system per month).

So, you shouldn't pay too much attention to one reporter's less-informed throwaway line in a story -- context matters.

EDIT: It's also entirely possible that another customer for a Patriot might be willing to delay acquisition for a month to allow Ukraine to get another system right away. In fact, I would consider this likely.

ISW Update

quote:

Key Takeaways:

Russian forces are stabilizing their small salient northwest of Avdiivka and may make further tactical gains that could cause Ukrainian forces to withdraw from other tactical positions along the frontline west of Avdiivka to a more defensible line.

Russian offensive operations west of Avdiivka aim to exploit opportunities for tactical gains while the Russian offensive operation to seize Chasiv Yar offers Russian forces the most immediate prospects for operationally significant advances.

US officials are reportedly worried that the latest package of US military aid to Ukraine may not be enough for Ukraine to regain all of its territory. US military assistance is only part of what Ukraine currently needs, moreover, but Ukraine is itself working to address other war fighting requirements - primarily manpower challenges and the expansion of its defense industrial base (DIB).

Russian forces are reportedly fielding drones adapted to be more resilient against Ukrainian electronic warfare (EW) capabilities on critical sectors of the frontline, likely in an attempt to leverage new technological capabilities to exploit a limited window before US security assistance arrives in Ukraine.

A prominent Kremlin-awarded Russian milblogger channel announced that it opened a “media school” in the Balkans, likely supporting Kremlin efforts to expand its reach in the international information space.

French President Emmanuel Macron emphasized the importance of Europe’s self-sufficiency for its defense and sovereignty during an April 25 speech.

Ukrainian forces recently made confirmed advances near Siversk, and Russian forces recently made confirmed advances near Avdiivka and the Donetsk-Zaporizhia Oblast border area.

Russian President Vladimir Putin justified Russia’s ongoing efforts to nationalize Russian enterprises, including defense industrial base (DIB) enterprises on April 25.

It's insane how much the war has changed, even in just the last year.

LINK

quote:

WASHINGTON (AP) — Ukraine has sidelined U.S.-provided Abrams M1A1 battle tanks for now in its fight against Russia, in part because Russian drone warfare has made it too difficult for them to operate without detection or coming under attack, two U.S. military officials told The Associated Press.
quote:

But the battlefield has changed substantially since then, notably by the ubiquitous use of Russian surveillance drones and hunter-killer drones. Those weapons have made it more difficult for Ukraine to protect the tanks when they are quickly detected and hunted by Russian drones or rounds.

Five of the 31 tanks have already been lost to Russian attacks.

quote:

For now, the tanks have been moved from the front lines, and the U.S. will work with the Ukrainians to reset tactics, said Joint Chiefs of Staff Vice Chairman Adm. Christopher Grady and a third defense official who confirmed the move on the condition of anonymity.

“When you think about the way the fight has evolved, massed armor in an environment where unmanned aerial systems are ubiquitous can be at risk,” Grady told the AP in an interview this week, adding that tanks are still important.

“Now, there is a way to do it,” he said. “We’ll work with our Ukrainian partners, and other partners on the ground, to help them think through how they might use that, in that kind of changed environment now, where everything is seen immediately.”

INTELLIGENCE UPDATE
UPDATE ON UKRAINE 26 April 2024

The advance of Russian forces west of Avdiivka, Donetsk Oblast, has accelerated within the past week. Russian Ground Forces (RGF) have created a narrow salient further into Ukrainian territory to enter the town of Ocheretyne, located approximately 15km north of central Avdiivka.

Since RGF took control of Avdiivka in mid-February 2024, the area has remained one of the primary areas of Russian operations. Despite sustaining continued high losses, it is highly likely that RGF are able to continuously target Ukrainian positions in the area and have taken control of several small
settlements.

After 2 years Russia has finally figured out something that works. At Bakhmut 18 months ago they fired 60,000 artillery rounds per day for weeks on end and ploughed the ground in front of prisoner waves. That worked. But it was unsustainable because no one on earth has that much artillery shells and tube's.

Now they're dropping 50-100 of these 1000kg glide bombs from 50km away, outside Ukraine's air defense bubble. That works. And it's sustainable. They have thousands of these bombs in storage that they can convert.

They're incredibly effective againt fixed entrenchments. The Ukes have no choice but to fall back or be blown to smithereens.

This will work for another 60 days. When F-16 shows up with AMRAAM it will start to tip back the other way.

What I don't understand is why Russia doesn't use this tactic on a wider front? Like in 8 or 10 or 12 places simultaneously? Then it could mount a wide offensive and punch through in multiple spots. And Ukraine won't have enough F-16s to be everywhere at once.

It makes you wonder: Does Russia have a problem mustering a significant percentage of its combat capable aircraft to work in concert? Is it a pilot shortage? Maintenance issue? Or maybe it's the lack of their AWACS control capabilities?

Because they're doing this literally at one spot north and west of Avdiivka. This will allow F-16s to concentrate and thwart the plan if they dont broaden their offensive.

This whole war has been a head scratcher. Russia develops an advantage, but can't seem to prosecute it in a way that develops into a broad based offensive.

It's basically what the talking heads told us 2 years ago: Russia sucks at combined arms warfare. And it's really starting to show.

Ukraine has no negotiation power in peace talks unless they have a public commitment from its western backers. Does Ukraine have another year or two? Does Russia? I'm not sure.

Its honestly hilarious how mad some of you get over any negative news about Ukraine

You're either actually Ukrainian bots, or have an unhealthy obsession/fixation on another country winning a conflict. A conflict where the outcome likely won't impact you personally by even a fraction of 1%

According to my cousin who works for Scalise the administration never presented a plan for Ukraine to win. The House republicans had to come up with the plan themselves. Jake Sullivan was just wanting to give Ukraine enough to kill Russian and Ukrainian troops until the election was over.

Did anything happen last night?

Hey, not sure if Ayden noticed this ...

But this highly edited video starts with 4 armored vehicles and ends with 1 armored vehicle.

What happened to the other 3? Do you think they stopped for ice cream? Do you think they stopped for gas? Maybe they went to a car wash? Maybe stuck in the drive-through getting some chicken nuggets?

Not shocking in the least.

Dementia Joe and his soy boys have never had a plan. "As long as it takes" is a bumper sticker, not a plan. Billions of taxpayer money spent with no strategic plan unless you count Don't make the Russians mad or Russian defeat bad Ukrainian victory bad.

And yet some of the Biden boys in this thread defend him continuously. I don't get it. You would think they could figure this bunch out.

We'll see how things develop, but the situation in the east is not ideal.

But let's keep things in perspective: Russia has gained tens of KMs in the midst of this sustained, costly offensive. Not hundreds, not thousands, tens.

Then too there is the fact that a lot of munitions and equipment have been pre-positioned in Poland for immediate delivery upon approval.

Ukraine is stepping up counter attacks as a result of no longer having to ration materiel.
