The Norwegian absolutely did get some ball contact first though. Can it still be a penalty it it’s seems “incidental ball contact”?

A poor penalty to be fair. Why didn’t Vini take it?

How does Vini not take that?

That's a penalty 100/100 times

Casual observer here but why isn’t it the player that got fouled the one that has to take the penalty kick?

Soccer god justice, since they missed the foul in the buildup.

Phew! That defenders lucky as hell. Norway were on front foot. Terrible tackle, great save

Really poor from Bruno there. Great height for a save and way too close to the GK.

Treat it like a technical in basketball. Person fouled doesn’t have to take the shot.

I can't believe Vini deferred

Norway is playing a dangerous game

I don't have a problem understanding the rule. He's clearly offsides, as written.
I have a problem that it incentivizes defenders to quit when they're beat by a runner.
Reading comprehension isn't your strong suit, is it?

It's not quitting
There is a lot of nuanced strategy involved

It’s not quitting but could be risky tactic to catch a player offsides, if they notice and keep themselves on sides you lose.
In this case, timing was very close and Norwegian player needs to stay on.
