The Norwegian absolutely did get some ball contact first though. Can it still be a penalty it it’s seems “incidental ball contact”?

Casual observer here but why isn’t it the player that got fouled the one that has to take the penalty kick?

I don't have a problem understanding the rule. He's clearly offsides, as written.

I have a problem that it incentivizes defenders to quit when they're beat by a runner.

Reading comprehension isn't your strong suit, is it?

It's not quitting

There is a lot of nuanced strategy involved

It’s not quitting but could be risky tactic to catch a player offsides, if they notice and keep themselves on sides you lose.

In this case, timing was very close and Norwegian player needs to stay on.
