Thin skin does this from scraping by things or bumping into something. This is not proof of any "lying"

Dislodgement of the IV catheter, Puncture of the vein wall, Movement of the patient, Improper placement of the catheter, and Small or fragile veins.

Looks like a bruise one would get when you let your putter slide through your hand and don't stop it before it lands on the back of your hand. Probably celebrating after making a 20' putt if I had to guess.
