As for changing behavior, the human nature bottom line is that there will only be change when the individual experiences some pressure making them fear some consequence and they need to change. The cat is out of the bag now and these animals like what they are doing and will not change unless a culture change takes place allowing medieval type consequences to bring some fear. It will need to be draconian and consistent throughout the land.
