Step 1: Pay funds to displace homeless people from an area.
Step 2: Confiscate & pay funds to store homeless individual’s property.
Step 3: Ignore displaced homeless people returning a week later.
Step 4: Hand back homeless individual’s stored property.

Monotone-mumbly and too fast. Like he was trying to spit out everything he memorized all at once.
