There was an awful lot of stuff that Woodrow Wilson, his cabinet and Congress did domestically in WW1 that would qualify.

And no, serfdom or slavery are not inherently 'fascist' either. Fascist governments have implemented those things to one degree or another though.

Besides those previously listed, I would say the Federal government coordinating with tech companies and social media sites to silence people (up to and including the sitting US President).

Going by the literal definition of fascism, the Federal Reserve. This country was ceded to private interests, with the government thereafter serving as their hand.

The debates in Congress over the income tax is a good example of how govt works. The argumentation was fierce and it got passed with promises like:
'Don't worry. The income tax will never be more than 1%.'
There were opponents who knew was incrementalism was like. But they were outnumbered.
My pick for worst act would be Kent State simply because I was a college student when it happened and I didn't think the govt was capable of something like that.

That's 24 people per barrack.
