The same way the states in the civil war did. Basically just tell the Federal government they don't care what they say and they'll do whatever they want.
States are required to obey federal laws. States can challenge a federal law as unconstitutional, but if that law is found constitutional states are required to obey it.
If a state starts openly breaking federal law and refuses to, what would the wisest Federal response be to bring them in line?
By that defintion, are they not "rogue" now?

President Trump can request Congress to enact a law similar to what President Jackson did to South Carolina during March of 1833 in response to the Nullification Crisis.
This was Pres. Jackson's response to the state government of South Carolina's refusal to adhere to federal tariffs, also known as the Tariff of Abominations.
There were two key parts of the Force Bill that could apply to california today:
-Section 5 deals with States, or portions within a state, who employ force, or any other unlawful means, to obstruct the execution of U.S. federal law, or interfere with the process of any federal court. This section authorizes the president to use whatever force necessary to suppress such insurrections, "and to cause the said laws or process to be duly executed".
-Section 6 deals with states that refuse to jail persons imprisoned under federal law. It authorizes U.S. marshals to jail such persons in "other convenient places, within the limits of said state" and to make provisions for this purpose.
Problem of today is getting Congress to act. Today Congress is much too slow and politicized, corrupt, and fearful that they will lose their next election, that they will not act.

then arrest them. and vigorously prosecute them. If you perp walk a few of the outlaw politicians and fine them heavily, along with asset seizure, the message will be sent with the quickness.
The reason "the leadership fragrantly breaks the law" is there are never any consequences. Impose some and this shite will cease.
