Teams around the world fluctuate too. Today's Germany prob. beats 2002 version.
There is no magic bullet. No one size fits all solution. We need to copy what Japan does as well.
Ncaa soccer refuse to be part of the solution, hence growing irrelevance.
Before that age, it's just having fun playing football. The more touches the better. After, they're learning tactics. Tom Byers is a great source on this.
Maybe get public schools involved? This can help with rural area situation.

Does travel soccer help develop skills?
If they flipping from those sports to soccer, they might not be good. Rather the other way.
Japan uses college to catch the late bloomers. Zidane was a late bloomer as was Diego Forlan. Didier Drogba and Griezemann also come to mind.

I think our best bet is with immigrants and the like. That's where our current team is coming from any way. Folks like Chris Richard's and Freeman are the outliers. Even weston Mckennie comes from military family.
Could we use Japan's example and include public schools in this process? Maybe every new pe hire gets coaching license? Best young players get moved up in age level.

Speaking of MLS academy, Philadelphia and NY bulls seem to be killing it lately.
Tanner prob. played soccer off and on growing up, along with American football. No telling how old he was when he first picked up a soccer ball.
All athletes need to start with soccer as Harbaugh advocated.
23 seems too old but I think Japan has a team in Europe for this purpose.
