Regarding the article, it would seem that requiring penile penetration would have the effect of minimizing, not maximizing, their rape stats. If you're going to call using your fingers or an object sexual assault (battery, really) rather than rape, the rape numbers look slightly better because several acts we consider rape here (especially statutory rape) do not require penetration - merely feeling up a minor will, rightfully, get the adult aggressor charged with statutory rape (laws vary by state of course).
The UK has a rape problem because they let in all those immigrants from rapey cultures to prey on their children and other citizens and anything they say now are just hollow excuses.

They're gearing up to cook the stats by changing the way they're recorded. The British government loves doing shite like this. When they passed their big gun ban in the 90's, the gun murder rate actually went up. Therefore, they started only counting homicides if there was a criminal conviction involved. All unsolved gun deaths were not counted, which led to the stats falsely indicating that the gun murder rate went down.
