Even though the Strait of Hormuz itself is not considered "international waters" the strait is considered an international strait with free passage for all merchant ships/oil tankers.
With this^^^ said, any agreement with Iran should include the recognition from Iran the Strait of Hormuz as an international strait and any attacks on merchant ships will result in a military response against the aggressors.

I see a lot of folks have not bothered to actually take 30 seconds to read the article…
The removal of the highly enriched uranium has been the main reason for this whole thing.
ETA: one can be forgiven for a bit of panic because if all you do is read the headline, which is highly deceptive and borderline false, you’d get the impression the US is apparently capitulating. Only by actually reading the article do you find out this is a very reasonable proposal and achieves the main US goals.

This is false. Marco said yesterday in the press conference that they are getting the message to whomever it is they are in channels with who is in hiding and negotiations are taking time because of that.
