So, was he speaking for the US Gov't when he said this yesterday?

Will the US still respond to the attack?
We know if Obama was still President the U.S. would respond by apologizing to Russia.....

So, you're now trying to save face from your earlier faux pas by saying only because Tillerson was already on the way out did he feel free to say Russia was responsible for the chemical mugging in Great Britain? And there will be no response from the U.S. regarding the attack?

I just want to make sure you actually commit to a stance and stick to it.
