Preventing the tyranny of the majority from resulting in unconstitutional actions is literally one of the main purposes of the system of checks and balances.

Enabling a one-man government to circumvent the other branches in the name of direct democracy is the exact opposite of a check on government power. If it prevents the power of one branch from being limited by the others, it isn't a check. That's like claiming to have a brake on your car that makes it go faster.
