Birth tourism is a problem. It's not SCOTUS's job to fix that problem. These aren't contradictory.

"This will not, of course, include persons born in the United States who are foreigners, aliens"

Did you miss the part where he says "who belong to the families of ambassadors or foreign ministers accredited to the Government of the United States, but will include every other class of persons." This was later affirmed in the same debate by John Conness who stated

In United States v. Wong Kim Ark (1898), the Supreme Court confirmed that children born in the United States receive birthright citizenship, regardless of whether their parents are non-citizen immigrants.[19]

People keep posting Howard's quote, but the Court addressed it very well in the majority opinion today. His quote was part of a floor debate in the Senate and was refuted by multiple other senators during the writing of the amendment. There's a reason the text of the 14th amendment doesn't say "and no children of foreigners!" Look at the other quotes from the Senate debate:
The framers weren't dumb. They knew what the wording meant and moved forward anyway.

The sad thing is this really isn’t true. Despite all of this, we actually kick ourselves in the nuts far less often on average than almost any other country. It’s like we’re not trying to win a game while nearly all of our competitors are actively trying to commit suicide or saw their own limbs off. What nations like Canada, The UK, Germany, etc are doing is literally national suicide.
The U.S. is a nation with a drinking problem living in a world of fent leaning folks begging for cyanide capsules.
