(ii) provide assistance to State and local governments, through technical guidance, grants, or other legally available means, for the identification, adoption, and implementation of maximally flexible civil commitment, institutional treatment, and “step-down” treatment standards that allow for the appropriate commitment and treatment of individuals with mental illness who pose a danger to others or are living on the streets and cannot care for themselves.

I fully support this.
But, as someone related closely to someone who suffers from a mental illness, they have to do a MUCH better job of how they care for patients, choose staff, and design the facilities. I think there's a huge stigma towards these places based off of the horror stories from days past. I know that a lot of that was Hollywood fabrication and media exaggeration, but it's part of the public opinion I think. And I'm sure there were a lot of decent places that weren't like that.
I hope we can get an infrastructure in place that treats and cares for people with mental health problems in a humane, effective way. Not just a place that dopes people to the gills and abuses them.

I remember a lot of complaints from people I know on the left about the vast reduction in psychiatric beds between 2005 and 2010.
