Yes-it is cheaper than handing out cash, and would probably also lower our healthcare costs (less sugary drinks and more healthy food). See above-I studied this very issue in college.

Much nutritional assistance used to come in the form of commodities-based in-kind transfers handed out by the government: cheese, peanut butter, powdered milk, rice, bread, etc.

But it's easier to buy votes with free money and sugary drinks than it is with healthy food. And big food corporations (Coca Cola, Frito Lay, etc.) like things the way that they are.

Hence, we are where we are.
