I was under the impression that they were hauling illegals off at a pretty decent rate there. Maybe this is strategically moving them to areas of more need and turning down the temperature in MN so that less agents can actually get the same amount done.

Yes, because Minnesota counties have agreed to hold illegals in jails until ICE gets their to apprehend them. Holman said specifically "counties"... not any particular elected state official. Seems some in Minnesota have decided to not continue following Waltz and Ellison lead.
