Usually in single payer healthcare countries, you need to be living their actively for 180 days. This way you don't just travel back for healthcare reasons.
Although where I live people from the US do medical tourism. They get a complete check up for a third the cost.

Trudeau's take on tariffs:
Pre-Feb 1st --- Tariffs only hurt the consumer. If Trump places tariffs on goods coming into the US, the American people will be the victims.
Post-Feb 1st --- We're placing tariffs on Canadian imports from the US.
Presumably Castro's kid is good to his word, and in applying his tariffs is determined to victimize Canadian consumers. After all, wasn't that Trudeau's contention? Tariffs "only hurt the consumer"??
