It could be a serious demand, but I take it as more of a jab about Russian perceived hypocrisy of how the US is behaving.

They were never their nukes, they were Russian parked there and they had no codes. But if you want to know why they gave them up so readily....it was the start of a beautiful relationship that lingers to this day.....
