You'll be closer to the root of the problem when you figure why these people think the laws don't apply to them. Why did he think he could just drive without a license? I know why and its because of people like you that don't want to hold people accountable. You think them incapable of conforming to societal norms of conduct. You're not really helping them. You are enabling them to continue down their path of destruction.

You know that, in order of likelihood from most likely to least likely, the real posibilities from what "he said" are:
1. He's lying because he's been conditioned to expect and rely on police misconduct in order to justify his actions.
2. One or more officers did have guns drawn, but it was because of some erratic behavior on his part that threw up a red flag.
3. His story is 100% accurate and stands on the facts presented alone, with no other details providing any significant additional context.
Anybody who has ever spent any time watching cop camera footage knows that charges are dismissed in many, if not most, cases of arrest for charges like this, and the reason is not that they are innocent—it's simpler than that—many municipalities/counties don't have room for this level of criminal and they don't want to pay to house and feed them and provide medical care for them for six months to a year while they cool their heels in jail.
So they just warn them, try to scare them, and let them go. Adam Corolla did an excellent show on it one time.

This is an assumption on your part. Breaking a law doesn't mean that someone doesn't think the law doesn't apply to them anymore than being rude to someone means that the person being rude believes that the rules of common decency don't apply to them.
People are imperfect and make mistakes-- often knowingly.
